Minibus policy

Dear All
Having updated our minibus policy using the 2009 Minibus safety guidance recently issued by Wiltshire Council, the policy was dismissed by the relevant governors' committee as a 'buck passing exercise'!! Does anyone have a policy which has been approved by their governors which they would be willing to share with me? I want to compare the two in order to see if our policy really does lay too much responsibility on the driver, or if in fact this is the way things have to be. I work in a Special School but I'd be grateful for any help!
